I would like to obtain a green card for my brother in another country.  How long is the process taking for a United States Citizen to Petition his sibling?

It depends on what country your sibling is from. For most countries they are currently processing cases from 11 years ago. But for people from Mexico they are processing cases from 1996 and from the Philippines 1988
Sibling petitions are 4th preference and consequently have a very long waiting period. Even though the actual petition may be approved in a year or less, the applicant will have to wait many years for the actual visa to be available.
