Brian Bennett of the Los Angeles Times wrote an excellent article recently titled:” Obama Plans Push for Immigration Reform“.

In the article the writer asserts that once the talk about the fiscal policy winds down the “Obama administration will begin an all out drive for comprehensive immigration reform, including a path to citizenship for 11 million illegal immigrants, according to officials briefed on the plans.”

The President wants “a catchall bill that would bolster border security measures, rachet up penalties for employers who hire illegal immigrants and enhance current laws to bring in foreign workers under special visas….”

According to the article congressional committees could hold hearings on immigration legislation as soon as late January or early February.

It appears that there will be some give and take with the Repulican party in order to pass immigration reform. “Republicans, including some in favor of immigration change, are pushing a go-slow approach” to immigration change.

The Republicans appear to favor a series of smaller changes to immigration law rather than one comprehensive change to the law. The rationale for this approach would appear to be to deal with the areas of reform which would be easier to agree upon soon and take the time necessary to handle the more controversial parts of immigration reform.

The article cited a 2010 initiative led by Sen. Charles Schumer, D-NY., and Sen. Lindsey Graham, R-SC which did not proceed as it was clear that there would not be enough support in Congress to get it passed. However, the language in that initiative did go through a time consuming cabinet level review in 2010 and could provide a possible framework for what comprehensive immigration reform could look like.

The language in that initiative created ” a renewable visa for illegal immigrants already in the United States ad allows then to eventually get in line for a green card after they submit to background checks, learn English and pay back taxes and a fine”.

Could this be the framework for comprehensive immigration reform? Could we see this reform happen in 2013? It is too early to tell.
